Narrative:
Dca approach vectored us to ILS runway 1, ceiling: 500 ft, tailwind: 190 degrees, 8 KTS, gusting to 9 KTS. Tailwind increased (190 degrees, at 11 KTS). At decision ht, we missed, came around and ATC said wind now 190 degrees at 8 KTS. Vectored us at 3000 ft for ILS runway 1 again. When winds dropped to allowable component, we said we were legal for approach now. Winds at 3000 ft, 230 degrees at 40 KTS, they said descend to 1600 ft and gave us a vector heading that was too late for wind condition, cleared for approach, contact tower. Tower got low altitude alert on us at 1600 ft. We were just outside marker and turning back to reintercept localizer. Tower noticed we were not established on centerline. I believe I got back on just at oxonn or within 1/2 mi after oxonn. Tower asked us to let them know when we were established, never could, too much radio chatter. We were configured for landing prior to oxonn and established prior to 1000 ft, landed without incident. Next time, I'm going around. ATC gave us too quick a turn back into localizer and too close to oxonn with wind conditions that were present.

Title: B737-300 FIGHT WIND FACTORS AND LAND DCA RWY 1 AFTER GAR AND SHORT VECTOR TURN BY DCA APCH. CAPT NOT HAPPY WITH DCA RETURN VECTORING TO FINAL.
Narrative: DCA APCH VECTORED US TO ILS RWY 1, CEILING: 500 FT, TAILWIND: 190 DEGS, 8 KTS, GUSTING TO 9 KTS. TAILWIND INCREASED (190 DEGS, AT 11 KTS). AT DECISION HT, WE MISSED, CAME AROUND AND ATC SAID WIND NOW 190 DEGS AT 8 KTS. VECTORED US AT 3000 FT FOR ILS RWY 1 AGAIN. WHEN WINDS DROPPED TO ALLOWABLE COMPONENT, WE SAID WE WERE LEGAL FOR APCH NOW. WINDS AT 3000 FT, 230 DEGS AT 40 KTS, THEY SAID DSND TO 1600 FT AND GAVE US A VECTOR HDG THAT WAS TOO LATE FOR WIND CONDITION, CLRED FOR APCH, CONTACT TWR. TWR GOT LOW ALT ALERT ON US AT 1600 FT. NEXT TIME, I'M GOING AROUND. ATC GAVE US TOO QUICK A TURN BACK INTO LOC AND TOO CLOSE TO OXONN WITH WIND CONDITIONS THAT WERE PRESENT.
