Narrative:
I climbed air carrier X (A319) to miss another aircraft, but climbed him into another aircraft. The conflict alert activated before I saw it. Supplemental information from acn 508477: at FL310, we were issued an immediate left turn to heading 360 degrees approximately 90 degrees from our jetway. While in turn, we noticed a TCASII target at our 6 O'clock position at the same FL310. No TCASII TA's or RA's were commanded. Once separation was regained we were cleared on course. We requested a verbal explanation and none was given!

Title: AFTER CONFLICT ALERT ACTIVATES, ZDC CTLR TAKES ACTION TO SEPARATE 2 ACFT AT FL310.
Narrative: I CLBED ACR X (A319) TO MISS ANOTHER ACFT, BUT CLBED HIM INTO ANOTHER ACFT. THE CONFLICT ALERT ACTIVATED BEFORE I SAW IT. SUPPLEMENTAL INFO FROM ACN 508477: AT FL310, WE WERE ISSUED AN IMMEDIATE L TURN TO HDG 360 DEGS APPROX 90 DEGS FROM OUR JETWAY. WHILE IN TURN, WE NOTICED A TCASII TARGET AT OUR 6 O'CLOCK POS AT THE SAME FL310. NO TCASII TA'S OR RA'S WERE COMMANDED. ONCE SEPARATION WAS REGAINED WE WERE CLRED ON COURSE.
