Narrative:
Aircraft Y deviating southwest cleared to proceed to tay when able at FL410. Aircraft X, northbound, descending from FL430 to FL390. Aircraft Y turned south toward tay. Conflict alert activated. Aircraft Y was turned 90 degree right. Aircraft X turned to a 060 degree heading. Supplemental information from acn 587121: radar controller issued left turn to aircraft X for eventual descent to meet letter with area 6 -- FL370 or below for dtw area flts. Routine at time, roughly 7-9 aircraft on frequency. I went to printer to get strips. New flow messages came out for atl and clt airports. I was marking strips, posting, and updating flow messages pertaining to hnn sector. Radar controller in meantime, descended aircraft X to FL390 from FL430. I didn't hear the clearance. When I got back to watching radar, conflict alert had activated. He appeared not to have seen aircraft Y stop deviating southwest and turned due south to tay, head-on with aircraft X. Turns and expediting descent was insufficient to separate the aircraft.
