Narrative:

I was instructing a student on simulated single engine lndgs in leesburg. The first landing we did a touch-and-go. The second time around we were performing a single engine landing. My student asked me to show him one, so I was at the controls. I turned final and said gear down, putting my hand on the gear. When I saw 2 people on the runway threshold, I asked my student if he could see what they were doing. At this time the persons kneeled down and turned towards us. We figured they must be working on runway lights. We then proceeded to land, and I forgot to verify gear down. Upon first touchdown, I then pulled up to get into ground effect and cycled the gear, but there was not enough time to get it locked down.

Title: PA23 INSTRUCTOR LANDED GEAR UP AT LEE AFTER BEING DISTR BY PEOPLE ON THE RWY.

Narrative: I WAS INSTRUCTING A STUDENT ON SIMULATED SINGLE ENG LNDGS IN LEESBURG. THE FIRST LNDG WE DID A TOUCH-AND-GO. THE SECOND TIME AROUND WE WERE PERFORMING A SINGLE ENG LNDG. MY STUDENT ASKED ME TO SHOW HIM ONE, SO I WAS AT THE CTLS. I TURNED FINAL AND SAID GEAR DOWN, PUTTING MY HAND ON THE GEAR. WHEN I SAW 2 PEOPLE ON THE RWY THRESHOLD, I ASKED MY STUDENT IF HE COULD SEE WHAT THEY WERE DOING. AT THIS TIME THE PERSONS KNEELED DOWN AND TURNED TOWARDS US. WE FIGURED THEY MUST BE WORKING ON RWY LIGHTS. WE THEN PROCEEDED TO LAND, AND I FORGOT TO VERIFY GEAR DOWN. UPON FIRST TOUCHDOWN, I THEN PULLED UP TO GET INTO GND EFFECT AND CYCLED THE GEAR, BUT THERE WAS NOT ENOUGH TIME TO GET IT LOCKED DOWN.
