Narrative:

First officer was PF. Captain was typing message to dispatcher concerning icing condition and areas. Aircraft had developed inoperative engine anti-ice during flight. Considering diverting. First officer didn't slow to 250 KTS before descending through 10000 ft. At 8000 ft MSL (approximately), ATC asked us what our speed was. We quickly slowed to 250 KTS from approximately 275 KTS. No vectors or restrs were given to us or other aircraft due to unintentional increased airspeed.
