Narrative:
Bird strike at body station 145 WL230 lbl 35. 1) external repair strap was fabricated for a compound curved skin using a flat roller causing the repair strip to not closely fit the skin. The strap was strongly preloaded. When force was applied to one area of strap, strong and obvious deflection was evident in other areas. Objections were raised and quality assurance 'red carded' the strap/doubler as preloaded. Quality assurance supervisor signed off the 'red card' and the strap was installed with a preload.

Title: A B767-300 WITH FUSELAGE SKIN BIRD STRIKE DAMAGE IS IMPROPERLY REPAIRED AND REJECTED BY INSPECTION BUT CLRED FOR SVC BY MGMNT.
Narrative: BIRD STRIKE AT BODY STATION 145 WL230 LBL 35. 1) EXTERNAL REPAIR STRAP WAS FABRICATED FOR A COMPOUND CURVED SKIN USING A FLAT ROLLER CAUSING THE REPAIR STRIP TO NOT CLOSELY FIT THE SKIN. THE STRAP WAS STRONGLY PRELOADED. WHEN FORCE WAS APPLIED TO ONE AREA OF STRAP, STRONG AND OBVIOUS DEFLECTION WAS EVIDENT IN OTHER AREAS. OBJECTIONS WERE RAISED AND QUALITY ASSURANCE 'RED CARDED' THE STRAP/DOUBLER AS PRELOADED. QUALITY ASSURANCE SUPVR SIGNED OFF THE 'RED CARD' AND THE STRAP WAS INSTALLED WITH A PRELOAD.
