Narrative:
Aircraft X had a bad radio -- xmissions were garbled. The pilot also had an accent. I issued aircraft X a clearance to cross aldan intersection at 12000 ft and normal speed. The pilot read back what I thought was 12000 ft. The aircraft was switched to rdu approach. I noticed the aircraft descend below 11000 ft and called rdu approach. JS41 the aircraft came close to the aircraft.

Title: ZDC CTLR MISSES B733 INCORRECT READBACK AS HE XFERS THE ACFT TO RDU, THE CONFLICTS WITH A JS41.
Narrative: ACFT X HAD A BAD RADIO -- XMISSIONS WERE GARBLED. THE PLT ALSO HAD AN ACCENT. I ISSUED ACFT X A CLRNC TO CROSS ALDAN INTXN AT 12000 FT AND NORMAL SPD. THE PLT READ BACK WHAT I THOUGHT WAS 12000 FT. THE ACFT WAS SWITCHED TO RDU APCH. I NOTICED THE ACFT DSND BELOW 11000 FT AND CALLED RDU APCH. JS41 THE ACFT CAME CLOSE TO THE ACFT.
