Narrative:
Flying engine test. Takeoff from phx VFR. Class B airspace control. Requested holding on iwa 120 degree radial. Engineering requested data at 5000 ft MSL, 250 KTS. At the point that we exited class B airspace, we were no longer legal. However, we were still in contact and under control of the approach controller with specified squawk and radio contact. Far 91.117(C), airspeed under class B airspace, 200 KTS, missed approach. At the point that we transited from/to class B airspace, we fractured the rule. The flight segment was all within the area covered by phx approach control. However, the rules change as you go in and out of the fringe area. While no one specifically mentioned this regulation far 91.117(C), further thought about the situation clearly puts this operation requested by engineering in conflict with the rules.

Title: DURING A MAINT TEST FLT REQUIRING DATA AT 5000 FT AND 250 KTS, THE RTE OF FLT TOOK THE ACFT OUT OF AND BELOW CLASS B AIRSPACE. NON COMPLIANCE WITH FAR 91 PT 117 WAS THE RESULT.
Narrative: FLYING ENG TEST. TKOF FROM PHX VFR. CLASS B AIRSPACE CTL. REQUESTED HOLDING ON IWA 120 DEG RADIAL. ENGINEERING REQUESTED DATA AT 5000 FT MSL, 250 KTS. AT THE POINT THAT WE EXITED CLASS B AIRSPACE, WE WERE NO LONGER LEGAL. HOWEVER, WE WERE STILL IN CONTACT AND UNDER CTL OF THE APCH CTLR WITH SPECIFIED SQUAWK AND RADIO CONTACT. FAR 91.117(C), AIRSPD UNDER CLASS B AIRSPACE, 200 KTS, MISSED APCH. AT THE POINT THAT WE TRANSITED FROM/TO CLASS B AIRSPACE, WE FRACTURED THE RULE.
