Narrative:
My first officer and I were level at 4000 ft approximately 10 mins after departure from pit. We were both wearing headsets and I was hand flying. Our flight number was abcd and abef was 10 mi ahead of us. My first officer and I both thought that we were cleared to 11000 ft, and I initiated a climb from 4000 to 11000 ft. During the climb, I noticed a jet descending toward my flight path. I remarked to the first officer that this did not look right, and shallowed out my climb. I received a TCASII traffic advisory (TA) and leveled off. I received an RA, and reduced power and started a descent. ATC then came on the frequency and said 'descend to 4000 ft immediately', and we did. I called ATC on the ground, and they told me that they had cleared abef not us. We came within 700 ft of the traffic. (Vertically).

Title: D328 CREW HAD A TCASII RA WITH AN MD80 IN PIT CLASS B.

I REMARKED TO THE FO THAT THIS DID NOT LOOK RIGHT, AND SHALLOWED OUT MY CLB. I RECEIVED A TCASII TFC ADVISORY (TA) AND LEVELED OFF. I RECEIVED AN RA, AND REDUCED PWR AND STARTED A DSCNT. ATC THEN CAME ON THE FREQ AND SAID 'DSND TO 4000 FT IMMEDIATELY', AND WE DID. I CALLED ATC ON THE GROUND, AND THEY TOLD ME THAT THEY HAD CLRED ABEF NOT US. WE CAME WITHIN 700 FT OF THE TFC. (VERTICALLY).
