Narrative:
The morning of may/xa/01, air carrier xx called to placard the fdr. The aircraft had been on a 'no fly needs fix' that same night for the fdr, which I was unaware of. The fdr had been repaired as required, but faulted again on the first flight. The computer issued the MEL without any override or technical review message. Approximately 10 mins later, I was notified the fdr had been a 'no fly needs fix' item, so I contacted airport maintenance on concourse. Departure was on xx, and was told they would try to stop the aircraft. They were unable to do so and the aircraft flew to airport where it was grounded.

Title: A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITH A FDR DEFERRED IN CONFLICT WITH THE MEL.
Narrative: THE MORNING OF MAY/XA/01, ACR XX CALLED TO PLACARD THE FDR. THE ACFT HAD BEEN ON A 'NO FLY NEEDS FIX' THAT SAME NIGHT FOR THE FDR, WHICH I WAS UNAWARE OF. THE FDR HAD BEEN REPAIRED AS REQUIRED, BUT FAULTED AGAIN ON THE FIRST FLT. THE COMPUTER ISSUED THE MEL WITHOUT ANY OVERRIDE OR TECHNICAL REVIEW MESSAGE. APPROX 10 MINS LATER, I WAS NOTIFIED THE FDR HAD BEEN A 'NO FLY NEEDS FIX' ITEM, SO I CONTACTED ARPT MAINT ON CONCOURSE. DEP WAS ON XX, AND WAS TOLD THEY WOULD TRY TO STOP THE ACFT. THEY WERE UNABLE TO DO SO AND THE ACFT FLEW TO ARPT WHERE IT WAS GNDED.
