Narrative:
Captain X called to question MEL 28-xx. He wanted to know if, per the MEL, the center tank must be verified empty before each departure and if that information must be put into aircraft logbook. I told him I did not know and I would conference call YYY maintenance. F100 YYY maintenance man said there was a special bulletin on this MEL. It stated that center tank should be verified empty before each departure and that information should be put into aircraft logbook. This procedure was accomplished on this flight, but the captain stated that it was not accomplished on one of his previous flts on this aircraft. Flight ZZZ XXX-ict, and on numerous other flts over the last few days since this placard was opened on jun/xa/01. This procedure needs to be added to the MEL to insure proper compliance.

Title: A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITHOUT THE REQUIRED CTR FUEL TANK INSPECTION. CAUSED BY MEL PUB DEFICIENCY.
Narrative: CAPT X CALLED TO QUESTION MEL 28-XX. HE WANTED TO KNOW IF, PER THE MEL, THE CTR TANK MUST BE VERIFIED EMPTY BEFORE EACH DEP AND IF THAT INFO MUST BE PUT INTO ACFT LOGBOOK. I TOLD HIM I DID NOT KNOW AND I WOULD CONFERENCE CALL YYY MAINT. F100 YYY MAINT MAN SAID THERE WAS A SPECIAL BULLETIN ON THIS MEL. THIS PROC WAS ACCOMPLISHED ON THIS FLT, BUT THE CAPT STATED THAT IT WAS NOT ACCOMPLISHED ON ONE OF HIS PREVIOUS FLTS ON THIS ACFT. FLT ZZZ XXX-ICT, AND ON NUMEROUS OTHER FLTS OVER THE LAST FEW DAYS SINCE THIS PLACARD WAS OPENED ON JUN/XA/01. THIS PROC NEEDS TO BE ADDED TO THE MEL TO INSURE PROPER COMPLIANCE.
