Narrative:
The ground control position has not been reliable for at least 6 yrs that I know of because it is not working all the time. The manager closed ucr out. I refiled the ucr because it is not a ucr that needs to be closed out until the equipment is replaced with new equipment. This is a safety issue because we use the frequency to separate planes on the ground.

Title: SAV CTLR CONCERNED WITH MGMNT RESPONSE TO FACILITY SAFETY RPT CONCERNING GND CTL FREQ.
Narrative: THE GND CTL POS HAS NOT BEEN RELIABLE FOR AT LEAST 6 YRS THAT I KNOW OF BECAUSE IT IS NOT WORKING ALL THE TIME. THE MGR CLOSED UCR OUT. I REFILED THE UCR BECAUSE IT IS NOT A UCR THAT NEEDS TO BE CLOSED OUT UNTIL THE EQUIP IS REPLACED WITH NEW EQUIP. THIS IS A SAFETY ISSUE BECAUSE WE USE THE FREQ TO SEPARATE PLANES ON THE GND.
