Narrative:

I was preparing to release up to 3 parachute jumpers from approximately 5000 ft MSL 1 NM southwest of olympia airport. I had given the required 5 min warning. I was new to flying jumpers and unfamiliar with the area, and I forgot to give the 1-MIN and 'jumpers away' callouts requested by olympia tower. I then announced I would make another pass at a higher altitude, and it was then that the controller found out I had already released some of my jumpers. He immediately suspended any further jumping activity in his airspace. I called the tower and gave my name, address, and phone number. As a result of this occurrence, the skydive company has placed radio callout procedures in the aircraft. I had also requested a practice jump run with either the owner or another experienced jump pilot, but I was not given this opportunity (before the occurrence). My first concern was to fly the airplane in its door-open confign. My obligation to communicate with the tower appropriately was made difficult due to other distracting circumstances.

Title: PLT OF A C182 PARACHUTE SKYDIVING JUMP ACFT FAILED TO NOTIFY ATCT 1 MIN PRIOR TO RELEASING JUMPERS, 1 MI FROM THE ARPT AT 5000 FT MSL, AS INSTRUCTED BY ATCT CTLR.

Narrative: I WAS PREPARING TO RELEASE UP TO 3 PARACHUTE JUMPERS FROM APPROX 5000 FT MSL 1 NM SW OF OLYMPIA ARPT. I HAD GIVEN THE REQUIRED 5 MIN WARNING. I WAS NEW TO FLYING JUMPERS AND UNFAMILIAR WITH THE AREA, AND I FORGOT TO GIVE THE 1-MIN AND 'JUMPERS AWAY' CALLOUTS REQUESTED BY OLYMPIA TWR. I THEN ANNOUNCED I WOULD MAKE ANOTHER PASS AT A HIGHER ALT, AND IT WAS THEN THAT THE CTLR FOUND OUT I HAD ALREADY RELEASED SOME OF MY JUMPERS. HE IMMEDIATELY SUSPENDED ANY FURTHER JUMPING ACTIVITY IN HIS AIRSPACE. I CALLED THE TWR AND GAVE MY NAME, ADDRESS, AND PHONE NUMBER. AS A RESULT OF THIS OCCURRENCE, THE SKYDIVE COMPANY HAS PLACED RADIO CALLOUT PROCS IN THE ACFT. I HAD ALSO REQUESTED A PRACTICE JUMP RUN WITH EITHER THE OWNER OR ANOTHER EXPERIENCED JUMP PLT, BUT I WAS NOT GIVEN THIS OPPORTUNITY (BEFORE THE OCCURRENCE). MY FIRST CONCERN WAS TO FLY THE AIRPLANE IN ITS DOOR-OPEN CONFIGN. MY OBLIGATION TO COMMUNICATE WITH THE TWR APPROPRIATELY WAS MADE DIFFICULT DUE TO OTHER DISTRACTING CIRCUMSTANCES.
