Narrative:
The captain and myself were climbing out of a departure from agana international airport, gu. We were air carrier X flight abc. We climbed through FL200, when one first officer the flight attendants called the flight deck saying there was a smell of smoke in the cabin. We declared an emergency and turned back to the airport. We performed all of the appropriate abnormal and normal checklists and made an uneventful landing. While performing the abnormal checklist, it was determined that the cause of the problem was the engine bleeds were not turned on, and the APU was providing pressurization and air conditioning to the airplane.

Title: A B737-300 FLC TURNS BACK TO LAND AFTER FUMES RPTED IN REAR ONLY TO DISCOVER THAT THE APU WAS BEING USED FOR PRESSURIZATION SINCE THE ENG BLEED AIR FOR NORMAL PRESSURIZATION HAD NOT BEEN TURNED ON ALA CHKLIST DEP PGUM, GU.
Narrative: THE CAPT AND MYSELF WERE CLBING OUT OF A DEP FROM AGANA INTL ARPT, GU. WE WERE ACR X FLT ABC. WE CLBED THROUGH FL200, WHEN ONE FO THE FLT ATTENDANTS CALLED THE FLT DECK SAYING THERE WAS A SMELL OF SMOKE IN THE CABIN. WE DECLARED AN EMER AND TURNED BACK TO THE ARPT. WE PERFORMED ALL OF THE APPROPRIATE ABNORMAL AND NORMAL CHKLISTS AND MADE AN UNEVENTFUL LNDG. WHILE PERFORMING THE ABNORMAL CHKLIST, IT WAS DETERMINED THAT THE CAUSE OF THE PROB WAS THE ENG BLEEDS WERE NOT TURNED ON, AND THE APU WAS PROVIDING PRESSURIZATION AND AIR CONDITIONING TO THE AIRPLANE.
