Narrative:
Departing bwi to the south (fll) we were being vectored and stepped up gradually by departure control and ZDC. We were cleared to 14000 ft. The first officer was flying and I was about to call back the times to bwi when we were given a frequency change. The first officer had let the speed build to about 320 KTS as we were constantly leveling off. He had forgotten that we were only cleared to 14000 ft. As I tuned the new frequency he was in a turn and began a rapid rate of climb, about 4500 FPM. As we went through 13000 ft I was about to check in with center when it was obvious that the autoplt was not going to be able to handle capturing the altitude. I told the first officer to level off and at that time he disconnected the autoplt and tried to level as we climbed to about 14500 ft. When I finally checked with center they cleared us to FL190. I queried center and they said there was not a conflict. I feel that the first officer was flying a little too aggressively and that may have been due to the basic over- controling being done by ATC.

Title: A B737-700 RPTED THAT HIS FO WAS TOO AGGRESSIVE AND OVERSHOT THEIR ASSIGNED ALT IN ZDC AIRSPACE.
Narrative: DEPARTING BWI TO THE S (FLL) WE WERE BEING VECTORED AND STEPPED UP GRADUALLY BY DEP CTL AND ZDC. WE WERE CLRED TO 14000 FT. THE FO WAS FLYING AND I WAS ABOUT TO CALL BACK THE TIMES TO BWI WHEN WE WERE GIVEN A FREQ CHANGE. THE FO HAD LET THE SPD BUILD TO ABOUT 320 KTS AS WE WERE CONSTANTLY LEVELING OFF. HE HAD FORGOTTEN THAT WE WERE ONLY CLRED TO 14000 FT. AS I TUNED THE NEW FREQ HE WAS IN A TURN AND BEGAN A RAPID RATE OF CLB, ABOUT 4500 FPM. AS WE WENT THROUGH 13000 FT I WAS ABOUT TO CHK IN WITH CTR WHEN IT WAS OBVIOUS THAT THE AUTOPLT WAS NOT GOING TO BE ABLE TO HANDLE CAPTURING THE ALT. I TOLD THE FO TO LEVEL OFF AND AT THAT TIME HE DISCONNECTED THE AUTOPLT AND TRIED TO LEVEL AS WE CLBED TO ABOUT 14500 FT. WHEN I FINALLY CHKED WITH CTR THEY CLRED US TO FL190. I QUERIED CTR AND THEY SAID THERE WAS NOT A CONFLICT. I FEEL THAT THE FO WAS FLYING A LITTLE TOO AGGRESSIVELY AND THAT MAY HAVE BEEN DUE TO THE BASIC OVER- CTLING BEING DONE BY ATC.
