Narrative:

The problem arose due to improper radio operations at the airport. As PIC, I should have doublechked my radios prior to takeoff. My radio was not transmitting due to not being checked by PIC. We announced our intentions for takeoff from runway 28 and took the active. We began our takeoff roll on runway 28, and about 500 ft AGL we saw a tow plane at the same altitude from runway 19. He took a sharp right turn. I turned behind him and went below his rope! My human performance was impaired by being in a hurry to get out of a busy airport at a high elevation before it got any hotter! This was a very valuable lesson that could have not turned out so positive. I learned the importance of checking your communications, and verifying that all traffic has heard your intentions prior to takeoff! Always use your checklist prior to takeoff and landing. Do not let any outside actions or events change your decisions [alter your judgement] as PIC.

Title: A HIGH WINGED SMA 300 HR PVT PLT TAKES OFF WITH A VHF THAT IS NOT BROADCASTING AND HAS A CRITICAL CONFLICT WITH A GLIDER TOW PLANE AT TRK, CA.

Narrative: THE PROB AROSE DUE TO IMPROPER RADIO OPS AT THE ARPT. AS PIC, I SHOULD HAVE DOUBLECHKED MY RADIOS PRIOR TO TKOF. MY RADIO WAS NOT XMITTING DUE TO NOT BEING CHKED BY PIC. WE ANNOUNCED OUR INTENTIONS FOR TKOF FROM RWY 28 AND TOOK THE ACTIVE. WE BEGAN OUR TKOF ROLL ON RWY 28, AND ABOUT 500 FT AGL WE SAW A TOW PLANE AT THE SAME ALT FROM RWY 19. HE TOOK A SHARP R TURN. I TURNED BEHIND HIM AND WENT BELOW HIS ROPE! MY HUMAN PERFORMANCE WAS IMPAIRED BY BEING IN A HURRY TO GET OUT OF A BUSY ARPT AT A HIGH ELEVATION BEFORE IT GOT ANY HOTTER! THIS WAS A VERY VALUABLE LESSON THAT COULD HAVE NOT TURNED OUT SO POSITIVE. I LEARNED THE IMPORTANCE OF CHKING YOUR COMS, AND VERIFYING THAT ALL TFC HAS HEARD YOUR INTENTIONS PRIOR TO TKOF! ALWAYS USE YOUR CHKLIST PRIOR TO TKOF AND LNDG. DO NOT LET ANY OUTSIDE ACTIONS OR EVENTS CHANGE YOUR DECISIONS [ALTER YOUR JUDGEMENT] AS PIC.
