Narrative:

Approaching swann intersection at 17000 ft in cruise, we received a TA for an aircraft at 16400 ft (TCASII altitude) to the northwest of our position. We were switching between ZDC sectors at the time of the TA. No advisory was given by either center sectors. The aircraft then began a climb and it was at this time we received an RA. Upon receiving the RA, a climb was initiated per the TCASII altitude of the other aircraft reached 16800 ft during the RA response. The RA climbed us up to FL185. Contact was made with the new ZDC sector during the RA climb advising them of the RA and altitude deviation. Upon inquiring the controller, he advised us that he 'just sat down' and the other aircraft was under a different sector's control. No other communication regarding the situation was exchanged.

Title: WW26 CREW HAD NMAC WITH UNKNOWN ACFT IN ZDC CLASS E AIRSPACE.

Narrative: APCHING SWANN INTXN AT 17000 FT IN CRUISE, WE RECEIVED A TA FOR AN ACFT AT 16400 FT (TCASII ALT) TO THE NW OF OUR POS. WE WERE SWITCHING BTWN ZDC SECTORS AT THE TIME OF THE TA. NO ADVISORY WAS GIVEN BY EITHER CTR SECTORS. THE ACFT THEN BEGAN A CLB AND IT WAS AT THIS TIME WE RECEIVED AN RA. UPON RECEIVING THE RA, A CLB WAS INITIATED PER THE TCASII ALT OF THE OTHER ACFT REACHED 16800 FT DURING THE RA RESPONSE. THE RA CLBED US UP TO FL185. CONTACT WAS MADE WITH THE NEW ZDC SECTOR DURING THE RA CLB ADVISING THEM OF THE RA AND ALTDEV. UPON INQUIRING THE CTLR, HE ADVISED US THAT HE 'JUST SAT DOWN' AND THE OTHER ACFT WAS UNDER A DIFFERENT SECTOR'S CTL. NO OTHER COM REGARDING THE SIT WAS EXCHANGED.
