Narrative:
Approaching centerline of 10 mi final for clt. Control failed to vector us to intercept. Received TA, then RA, climb, increase climb, clear of conflict, cleared 600 ft above assigned altitude of 3600 ft, and turned to join the localizer for runway 36R. Advised ATC who replied he thought we'd been given a turn by the previous controller. They had just changed controllers as we were 2 mi on a right base to intercept localizer.

Title: AN A-321 FLT CREW IS NOT TURNED TO INTERCEPT THE LOC AND RECEIVES A TCASII RA.
Narrative: APCHING CTRLINE OF 10 MI FINAL FOR CLT. CTL FAILED TO VECTOR US TO INTERCEPT. RECEIVED TA, THEN RA, CLB, INCREASE CLB, CLEAR OF CONFLICT, CLEARED 600 FT ABOVE ASSIGNED ALT OF 3600 FT, AND TURNED TO JOIN THE LOC FOR RWY 36R. ADVISED ATC WHO REPLIED HE THOUGHT WE'D BEEN GIVEN A TURN BY THE PREVIOUS CTLR. THEY HAD JUST CHANGED CTLRS AS WE WERE 2 MI ON A R BASE TO INTERCEPT LOC.
