Narrative:
Received a call from the captain on air carrier at the gate in ZZZ prior to dispatch on flight XXX to ZZZ. Stated he had a write-up that needed [to be] deferred. The stowage bin door above seat 3DEF would not stay latched closed. I stated we could defer per MEL 2500L as long as the inoperative procedures of the MEL were followed. He further stated he would insure the procedures were followed and we completed the paperwork to defer. Problem was there was a portable oxygen bottle inside the bin. I was not aware of that nor did the captain inform me of that fact. The oxygen bottle was also deferrable per MEL 3531B. But no item was entered or deferred prior to dispatch. The problem was caught by ZZZ at termination of flight XXX at ZZZ. They corrected the defect to the stow bin door which then made the oxygen bottle once again usable. The bottle was missed because of several reasons. I did not receive all the pertinent information from the captain and I did not question him enough to determine the oxygen bottle was in the compartment.

Title: A B737-200 WAS DISPATCHED IN NON COMPLIANCE WITH A CABIN OVERHEAD STOWAGE BIN LATCH DEFERRED AS INOP AND TAPED CLOSED. BIN CONTAINED A PORTABLE EMER OXYGEN BOTTLE NOT DEFERRED AS UNUSABLE.
Narrative: RECEIVED A CALL FROM THE CAPT ON ACR AT THE GATE IN ZZZ PRIOR TO DISPATCH ON FLT XXX TO ZZZ. STATED HE HAD A WRITE-UP THAT NEEDED [TO BE] DEFERRED. THE STOWAGE BIN DOOR ABOVE SEAT 3DEF WOULD NOT STAY LATCHED CLOSED. I STATED WE COULD DEFER PER MEL 2500L AS LONG AS THE INOP PROCS OF THE MEL WERE FOLLOWED. HE FURTHER STATED HE WOULD INSURE THE PROCS WERE FOLLOWED AND WE COMPLETED THE PAPERWORK TO DEFER. PROB WAS THERE WAS A PORTABLE OXYGEN BOTTLE INSIDE THE BIN. I WAS NOT AWARE OF THAT NOR DID THE CAPT INFORM ME OF THAT FACT. THE OXYGEN BOTTLE WAS ALSO DEFERRABLE PER MEL 3531B. BUT NO ITEM WAS ENTERED OR DEFERRED PRIOR TO DISPATCH. THE PROB WAS CAUGHT BY ZZZ AT TERMINATION OF FLT XXX AT ZZZ. THEY CORRECTED THE DEFECT TO THE STOW BIN DOOR WHICH THEN MADE THE OXYGEN BOTTLE ONCE AGAIN USABLE. THE BOTTLE WAS MISSED BECAUSE OF SEVERAL REASONS. I DID NOT RECEIVE ALL THE PERTINENT INFO FROM THE CAPT AND I DID NOT QUESTION HIM ENOUGH TO DETERMINE THE OXYGEN BOTTLE WAS IN THE COMPARTMENT.
