Narrative:
Aircraft X called on climbing to FL310, requesting FL350. His routing was swbound from mzv to irk and continuing southwest. I had previously taken a pointout on aircraft Y nebound. I climbed aircraft X and asked that he be level in 2 1/2 mins. He said he would comply and began climbing. It appeared to be no problem until he reached FL340, where he slowed down his climb dramatically. I turned the aircraft X but too late to effect separation.

Title: ZAU CTLR DOES NOT ENSURE SEPARATION BTWN CLBING MD80 AND ENRTE DC9.
Narrative: ACFT X CALLED ON CLBING TO FL310, REQUESTING FL350. HIS ROUTING WAS SWBOUND FROM MZV TO IRK AND CONTINUING SW. I HAD PREVIOUSLY TAKEN A POINTOUT ON ACFT Y NEBOUND. I CLBED ACFT X AND ASKED THAT HE BE LEVEL IN 2 1/2 MINS. HE SAID HE WOULD COMPLY AND BEGAN CLBING. IT APPEARED TO BE NO PROB UNTIL HE REACHED FL340, WHERE HE SLOWED DOWN HIS CLB DRAMATICALLY. I TURNED THE ACFT X BUT TOO LATE TO EFFECT SEPARATION.
