Narrative:
During touchdown at 65-70 mph aircraft ballooned and normal recovery was attempted, aircraft proceeded to porpoise and responding by elevator, rudder and engine control was ineffective. Landing was done with full flap deflection. Rudder and elevator were non-responsive. Witnesses say that it looked like a possible pilot induced oscillation after touchdown. As the pilot -- did not induce oscillation. Constant back pressure and tried for full power to recover from porpoising.
