B73Q was climbing to FL310 when TCASII activated. Informed me he was descending. Both aircraft were in adjoining facility's airspace at time of incident. This error was caused by the other facility.

Narrative: B73Q WAS CLBING TO FL310 WHEN TCASII ACTIVATED. INFORMED ME HE WAS DSNDING. BOTH ACFT WERE IN ADJOINING FACILITY'S AIRSPACE AT TIME OF INCIDENT. THIS ERROR WAS CAUSED BY THE OTHER FACILITY.
