Narrative:
During climb out we were initially given a clearance to 13000 ft. Then we were advised to stop at 7000 ft for unverified traffic unknown type at 1 O'clock position 10 mi indicating 7500 ft as we approached traffic level at 7000 ft we were in and out of IMC conditions with twring cumulus all quadrants. We received a TCASII advisory of traffic indicating approaching traffic at 300 ft above us. Traffic then appeared at 200 ft above us and we were given an RA to monitor vertical speed. I descended to 6800 ft we advised ATC and the traffic passed directly over our aircraft 300 ft above us. I inquired ATC if traffic was IFR planned to which he replied negative. ATC was very unconcerned of our event when I told him of the event. We continued our climb and handed off to ZNY.

Title: LGT CREW HAD NMAC WITH INTRUDER ACFT IN N-90 CLASS E IN IMC. INTRUDER DID NOT HAVE AN IFR FLT PLAN.
Narrative: DURING CLBOUT WE WERE INITIALLY GIVEN A CLRNC TO 13000 FT. THEN WE WERE ADVISED TO STOP AT 7000 FT FOR UNVERIFIED TFC UNKNOWN TYPE AT 1 O'CLOCK POS 10 MI INDICATING 7500 FT AS WE APCHED TFC LEVEL AT 7000 FT WE WERE IN AND OUT OF IMC CONDITIONS WITH TWRING CUMULUS ALL QUADRANTS. WE RECEIVED A TCASII ADVISORY OF TFC INDICATING APCHING TFC AT 300 FT ABOVE US. TFC THEN APPEARED AT 200 FT ABOVE US AND WE WERE GIVEN AN RA TO MONITOR VERT SPD. I DSNDED TO 6800 FT WE ADVISED ATC AND THE TFC PASSED DIRECTLY OVER OUR ACFT 300 FT ABOVE US. I INQUIRED ATC IF TFC WAS IFR PLANNED TO WHICH HE REPLIED NEGATIVE.
