Narrative:
Aircraft 1 was descending into 4NI at approximately 250 ft per min. Pilot of aircraft 1 saw aircraft 2, out of the corner of his eye, at the same altitude and less than half mi to the left. Pilot of aircraft 1 immediately closed the throttle and entered a steep dive. Aircraft 2 took no evasive action. Both aircraft missed each other by a frighteningly small margin.
