Narrative:
While on ILS to runway 7 at phf, norfolk approach gave us a TA at 10 O'clock position, 3 mi, sbound. We picked up the traffic visually (at about 1 mi away) and on the TCASII. He flew directly into our path. We were fully configured, at 1200 ft MSL, descending on the ILS. When we switched to phf tower, we advised them that we were executing a climbing left turn to avoid traffic. The traffic came within 1/2 mi horizontally and 200 ft vertically. Phf tower said they were not talking to the other aircraft.

Title: A DC9 CREW, WHILE ON THE ILS TO PHF AT 1200 FT, EXECUTED A L CLBING TURN TO AVOID TFC.
Narrative: WHILE ON ILS TO RWY 7 AT PHF, NORFOLK APCH GAVE US A TA AT 10 O'CLOCK POS, 3 MI, SBOUND. WE PICKED UP THE TFC VISUALLY (AT ABOUT 1 MI AWAY) AND ON THE TCASII. HE FLEW DIRECTLY INTO OUR PATH. WE WERE FULLY CONFIGURED, AT 1200 FT MSL, DSNDING ON THE ILS. WHEN WE SWITCHED TO PHF TWR, WE ADVISED THEM THAT WE WERE EXECUTING A CLBING L TURN TO AVOID TFC. THE TFC CAME WITHIN 1/2 MI HORIZLY AND 200 FT VERTLY. PHF TWR SAID THEY WERE NOT TALKING TO THE OTHER ACFT.
