Narrative:
Maintenance controller called for placard on utility bus, reference 24-15. I asked which one. Maintenance controller says both. The MEL only has a restr if the left utility bus is inoperative, but written in pencil in the margin was, no galley power/water. I asked maintenance controller this and he stated that this is true and also many other things will be inoperative. He said it would take him an hour to list all the things that this takes out. I turned the placard down because I don't know what is inoperative. The captain also stated that we also lose numerous lights. The B757 MEL needs to be revised to include what else is inoperative when both utility busses are inoperative.

Title: A B757-200 WITH BOTH UTILITY BUSSES INOP IS REFUSED DEFERRAL BY A DISPATCHER DUE TO INCOMPLETE LIST OF UNITS AND LIGHTING NOT WORKING.
Narrative: MAINT CTLR CALLED FOR PLACARD ON UTILITY BUS, REF 24-15. I ASKED WHICH ONE. MAINT CTLR SAYS BOTH. I TURNED THE PLACARD DOWN BECAUSE I DON'T KNOW WHAT IS INOP. THE CAPT ALSO STATED THAT WE ALSO LOSE NUMEROUS LIGHTS. THE B757 MEL NEEDS TO BE REVISED TO INCLUDE WHAT ELSE IS INOP WHEN BOTH UTILITY BUSSES ARE INOP.
