Narrative:
Tfr required IFR flight plan or instructor on board for flts to/from manassas airport (hef). I departed hef to culpepper (cjr) IFR. Dulles approach controller told me I could cancel IFR, do touch and goes at cjr, then pick up IFR back to hef. After touch and goes at cjr I called dulles, requesting IFR direct hef. The new controller said he was too busy for IFR, and cleared me into the class B direct hef airport. I declined, telling him I had no CFI on board. He got real huffy, told me he wasn't an instructor either, and didn't know what that had to do with it. He told me to stay clear of class B. About 10-15 minutes later he vectored me into class B, then cleared me for the visual into hef. He did not tell me I was 'cleared to hef' when he vectored me into the class B, so I don't know if I was actually on an IFR plan at that point, possibly violating the tfr. In my opinion this is a problem of the FAA's own bizarre rules.

Title: RV-6A PLT AND APCH CTLR ARE FRUSTRATED WITH THE INTERPRETATION OF THE TEMPORARY FLT RESTRICTION RULES OF TRAINING FLTS THROUGH CLASS B AIRSPACE.
Narrative: TFR REQUIRED IFR FLT PLAN OR INSTRUCTOR ON BOARD FOR FLTS TO/FROM MANASSAS ARPT (HEF). I DEPARTED HEF TO CULPEPPER (CJR) IFR.
