Narrative:
Copied IFR clearance while taxiing to runway 5 at frederick, md. Very busy with steady VFR takeoffs and lndgs and sailplane activity on runway 30. ATC asked me how soon I would be ready for takeoff. I said about 1 min, and I was ready in 1 min and took runway 5 and headed for EMI VOR per clearance and called baltimore departure. They told me I hadn't been released, but gave me an altitude to climb to. I didn't hear them tell me to 'hold till released.' I think the heavy activity may have caused me to change frequency too quickly and perhaps miss some communications.

Title: A PA24-250 CFI TAKES OFF BEFORE HE IS RELEASED FOR AN IFR DEP FROM BWI DEP CTLR AT A NON TWR ARPT AT FDK, MD.
Narrative: COPIED IFR CLRNC WHILE TAXIING TO RWY 5 AT FREDERICK, MD. VERY BUSY WITH STEADY VFR TKOFS AND LNDGS AND SAILPLANE ACTIVITY ON RWY 30. ATC ASKED ME HOW SOON I WOULD BE READY FOR TKOF. I SAID ABOUT 1 MIN, AND I WAS READY IN 1 MIN AND TOOK RWY 5 AND HEADED FOR EMI VOR PER CLRNC AND CALLED BALTIMORE DEP. THEY TOLD ME I HADN'T BEEN RELEASED, BUT GAVE ME AN ALT TO CLB TO. I DIDN'T HEAR THEM TELL ME TO 'HOLD TILL RELEASED.' I THINK THE HVY ACTIVITY MAY HAVE CAUSED ME TO CHANGE FREQ TOO QUICKLY AND PERHAPS MISS SOME COMS.
