Narrative:
FAA revised NOTAM establishing tfr near nuclear facilities. Pilot flew IFR from ZZZ to XXX in a.M. Of nov/sat. Route was through restr areas. On return trip without FAA flight plan, pilot flew essentially reciprocal of earlier, outbound course. Pilot assumed this was permissible because of earlier flight without deviations. Pilot was in radio contact with ZZZ while it was still within restr area; no mention was made of incursion into restr area although position had been reported. Since pilot did not believe he was violating tfr, and since ATC did not inform pilot of incursion, no corrective action was taken. Incursion first discovered on landing ZZZ after pilot complied with tower's direction to call ZZZ center. Pilot has now plotted tfr's on sectional and understands that no flight may be through areas affected by tfr's without assigned discrete squawk and positive radio control, ie, IFR flight plan.
Original NASA ASRS Text
Title: A MOONEY PVT PLT FLIES THROUGH TFR AREAS TWICE WITHOUT BENEFIT OF AN IFR FLT PLAN AND IS TOLD TO CALL THE CTR WHEN RETURNING TO HOME BASE.
Narrative: FAA REVISED NOTAM ESTABLISHING TFR NEAR NUCLEAR FACILITIES. PLT FLEW IFR FROM ZZZ TO XXX IN A.M. OF NOV/SAT. RTE WAS THROUGH RESTR AREAS. ON RETURN TRIP WITHOUT FAA FLT PLAN, PLT FLEW ESSENTIALLY RECIPROCAL OF EARLIER, OUTBOUND COURSE. PLT ASSUMED THIS WAS PERMISSIBLE BECAUSE OF EARLIER FLT WITHOUT DEVS. PLT WAS IN RADIO CONTACT WITH ZZZ WHILE IT WAS STILL WITHIN RESTR AREA; NO MENTION WAS MADE OF INCURSION INTO RESTR AREA ALTHOUGH POS HAD BEEN RPTED. SINCE PLT DID NOT BELIEVE HE WAS VIOLATING TFR, AND SINCE ATC DID NOT INFORM PLT OF INCURSION, NO CORRECTIVE ACTION WAS TAKEN. INCURSION FIRST DISCOVERED ON LNDG ZZZ AFTER PLT COMPLIED WITH TOWER'S DIRECTION TO CALL ZZZ CTR. PLT HAS NOW PLOTTED TFR'S ON SECTIONAL AND UNDERSTANDS THAT NO FLT MAY BE THROUGH AREAS AFFECTED BY TFR'S WITHOUT ASSIGNED DISCRETE SQUAWK AND POSITIVE RADIO CTL, IE, IFR FLT PLAN.
