Narrative:

We were picking up 1 person, then continuing on to our final destination (phl). This was the owner's first flight as pilot in this (his) aircraft. We left the engines running to save time and wear (cycles). I left the copilot's seat to open the door and load our passenger. Once the passenger was on board and the door was closed, I told the PF, 'all you have to do is take the propellers out of feather and you are ready to taxi.' I then stayed in the back to brief the new passenger on seatbelts, exits, etc. When I come back up front the PF had started his taxi to the runway. I asked if he had gotten clearance to taxi and our clearance to phl. He said no to both. I immediately contacted the tower/ground controller and told them we were taxiing out to the active runway without permission. We were told, 'you need a clearance to taxi.' I told them, 'I know, I'm sorry the other guy flying didn't think to call ground before taxiing, I apologize.' we were cleared to taxi and received our clearance to phl too. The bad thing in my eyes is my name was on the flight plans. Should I be violated for other people's actions?

Title: BEECH 90 PLT WAS SURPRISED TO LEARN THAT HIS BOSS, AND ACFT OWNER, FAILED TO OBTAIN TAXI INSTRUCTIONS BEFORE TAXIING AS HE WAS BRIEFING PAX.

Narrative: WE WERE PICKING UP 1 PERSON, THEN CONTINUING ON TO OUR FINAL DEST (PHL). THIS WAS THE OWNER'S FIRST FLT AS PLT IN THIS (HIS) ACFT. WE LEFT THE ENGS RUNNING TO SAVE TIME AND WEAR (CYCLES). I LEFT THE COPLT'S SEAT TO OPEN THE DOOR AND LOAD OUR PAX. ONCE THE PAX WAS ON BOARD AND THE DOOR WAS CLOSED, I TOLD THE PF, 'ALL YOU HAVE TO DO IS TAKE THE PROPS OUT OF FEATHER AND YOU ARE READY TO TAXI.' I THEN STAYED IN THE BACK TO BRIEF THE NEW PAX ON SEATBELTS, EXITS, ETC. WHEN I COME BACK UP FRONT THE PF HAD STARTED HIS TAXI TO THE RWY. I ASKED IF HE HAD GOTTEN CLRNC TO TAXI AND OUR CLRNC TO PHL. HE SAID NO TO BOTH. I IMMEDIATELY CONTACTED THE TWR/GND CTLR AND TOLD THEM WE WERE TAXIING OUT TO THE ACTIVE RWY WITHOUT PERMISSION. WE WERE TOLD, 'YOU NEED A CLRNC TO TAXI.' I TOLD THEM, 'I KNOW, I'M SORRY THE OTHER GUY FLYING DIDN'T THINK TO CALL GND BEFORE TAXIING, I APOLOGIZE.' WE WERE CLRED TO TAXI AND RECEIVED OUR CLRNC TO PHL TOO. THE BAD THING IN MY EYES IS MY NAME WAS ON THE FLT PLANS. SHOULD I BE VIOLATED FOR OTHER PEOPLE'S ACTIONS?
