Narrative:
IFR clearance from athens, GA (ahn) to mcrae, GA (mqw) as follows: cleared to mqw, V5, dbn direct, climb and maintain 3000 ft, expect 5000 ft in 10 mins. Tower cleared flight for takeoff on runway 9, instructed to fly runway heading. After takeoff, during climb out, tower instructed 'turn on course, contact center.' pilot began right turn from 090 degrees to heading to dbn of 169 degrees. Called ZTL. Center controller asked if flight still on runway heading. Pilot advised that he had been instructed by tower to turn on course prior to handoff. Center disagreed and said pilot should have continued to fly runway heading. Pilot thought he was supposed to turn.

Title: A C310 PLT DEPARTING AHN, GA, IS QUERIED AS TO WHY HE HAD PROCEEDED ON COURSE PRIOR TO CONTACTING THE CTR CTLR AT ZTL, GA.
Narrative: IFR CLRNC FROM ATHENS, GA (AHN) TO MCRAE, GA (MQW) AS FOLLOWS: CLRED TO MQW, V5, DBN DIRECT, CLB AND MAINTAIN 3000 FT, EXPECT 5000 FT IN 10 MINS. TWR CLRED FLT FOR TKOF ON RWY 9, INSTRUCTED TO FLY RWY HEADING. AFTER TKOF, DURING CLBOUT, TWR INSTRUCTED 'TURN ON COURSE, CONTACT CTR.' PLT BEGAN R TURN FROM 090 DEGS TO HEADING TO DBN OF 169 DEGS. CALLED ZTL. CTR CTLR ASKED IF FLT STILL ON RWY HEADING. PLT ADVISED THAT HE HAD BEEN INSTRUCTED BY TWR TO TURN ON COURSE PRIOR TO HDOF. CTR DISAGREED AND SAID PLT SHOULD HAVE CONTINUED TO FLY RWY HEADING. PLT THOUGHT HE WAS SUPPOSED TO TURN.
