Emb's/crj pilots are continuously taxiing before flight attendants give them 'cabin secure, ready for taxi.' when moving preoccupied attentions from emergency row, ie, passenger with dog in carrier where map, agents should not have seated and kids under 15, giving medical attention to nose bleeder recently when pilots taxied out -- safety hazards.
