Narrative:
On nov/sun/01 the tower configuration was clearance delivery/controller in charge/ground control was combined at the ground control position and local control by itself. This configuration was delegated from the supervisor, which was not conducive for the tower operations. The ground controller was occupied with clearance delivery/ground control duties that he was not able to observe all local controller responsibilities, which his responsibility as controller in charge. The supervisor was not observing the tower operations to know the towers need to have a separate ground controller. Solution: give the tower controller in charge the authority to combine and de-combine position. This is a safety issue because ground controller was moving planes, crossing runways, giving VFR and IFR flight plans and doing ATIS. Secondly, we needed more staffing that day. ATC org did advise management in advance that because aviation club was having a convention in florida that we needed to treat our staffing as if it was an airshow (which was proven true by our traffic count), but management chose to ignore.

Title: SAV LC CONCERNED WITH HOW AND WHERE CTL POS ARE COMBINED ON A SPECIFIC DAY.
Narrative: ON NOV/SUN/01 THE TWR CONFIGURATION WAS CD/CIC/GC WAS COMBINED AT THE GND CTL POS AND LCL CTL BY ITSELF. THIS CONFIGURATION WAS DELEGATED FROM THE SUPVR, WHICH WAS NOT CONDUCIVE FOR THE TWR OPS. THE SUPVR WAS NOT OBSERVING THE TWR OPS TO KNOW THE TWRS NEED TO HAVE A SEPARATE GND CTLR. SOLUTION: GIVE THE TWR CIC THE AUTHORITY TO COMBINE AND DE-COMBINE POS. THIS IS A SAFETY ISSUE BECAUSE GND CTLR WAS MOVING PLANES, CROSSING RWYS, GIVING VFR AND IFR FLT PLANS AND DOING ATIS. SECONDLY, WE NEEDED MORE STAFFING THAT DAY. ATC ORG DID ADVISE MGMNT IN ADVANCE THAT BECAUSE AVIATION CLUB WAS HAVING A CONVENTION IN FLORIDA THAT WE NEEDED TO TREAT OUR STAFFING AS IF IT WAS AN AIRSHOW (WHICH WAS PROVEN TRUE BY OUR TFC COUNT), BUT MGMNT CHOSE TO IGNORE.
