Narrative:
We were operating as air carrier XXX cle-phl (F100). Cleveland center gave us clearance to climb and maintain FL230. Climbing thru 17500 ft controller asked us to confirm that we were leveled at 16000 ft! I replied that we were given clearance to climb to FL230. The controller said that we were only cleared to 16000 ft! We were then told to turn right 30 degrees and descend to 16000 ft! We were in IMC conditions, never saw other aircraft and never received an RA from TCAS. The first officer and I both confirmed that altitude given to us by controller of FL230 set it and acknowledged by air carrier altitude awareness procedures (point at the altitude set and displayed on primary flight display). I called cle center and spoke to quality assurance and I was told we were correct that the controller had errored.

Title: F100 CREW WAS GIVEN CLRNC TO CLIMB THROUGH AN OCCUPIED ALT IN ZOB CLASS E.
Narrative: WE WERE OPERATING AS ACR XXX CLE-PHL (F100). CLEVELAND CTR GAVE US CLRNC TO CLIMB AND MAINTAIN FL230. CLIMBING THRU 17500 FT CTLR ASKED US TO CONFIRM THAT WE WERE LEVELED AT 16000 FT! I REPLIED THAT WE WERE GIVEN CLRNC TO CLIMB TO FL230. THE CTLR SAID THAT WE WERE ONLY CLRED TO 16000 FT! WE WERE THEN TOLD TO TURN R 30 DEGS AND DESCEND TO 16000 FT! WE WERE IN IMC CONDITIONS, NEVER SAW OTHER ACFT AND NEVER RECEIVED AN RA FROM TCAS. THE FO AND I BOTH CONFIRMED THAT ALT GIVEN TO US BY CTLR OF FL230 SET IT AND ACKNOWLEDGED BY ACR ALT AWARENESS PROCS (POINT AT THE ALTITUDE SET AND DISPLAYED ON PRIMARY FLT DISPLAY). I CALLED CLE CTR AND SPOKE TO QUALITY ASSURANCE AND I WAS TOLD WE WERE CORRECT THAT THE CTLR HAD ERRORED.
