Narrative:

On dec/sun/2001 I was fling aircraft X, a cessna 402C aircraft with 6 passenger from (myat) treasure cay, bahamas, to (fxe) ft lauderdale executive airport. A full preflight and run up was accomplished by me with all system check. The flight departed myat at XA45 with an ETA into kfxe at XB40. A local VFR flight plan was filed and utilized which called for a cruise altitude of 8500 ft. En route and about half way to my destination I noticed a considerable amount of oil coming from the left engine. The engine instruments were monitored and showed normal operations ranges. The concern I had was that the oil loss was due to a cylinder which had just been replaced. Continuing the flight as all engine instruments were still operating in their respective green arc, I entered a left downwind on runway 8 as advised by tower control at fxe. A normal landing followed with a planned a rollout onto D taxiway. Fxe tower requested me to turn off at C taxiway as I was passing it and promptly responded 'unable.' controller tower then requested I expedite my turn off. At this point I added power to accelerate to D taxiway however the brakes did not respond. Attempting to pump the brakes to try and regain some braking acton failed so elected to roll off the end of the runway. As there were no obstacles, I kept the engines running and tried to taxi the airplane in the sandy overrun back onto the taxiway. Soft field technique was used however the left side brake on main gear locked up at which point the aircraft was immobile. The aircraft was then shut down. No injuries were sustained and I radioed for assistance. Security responded at XC00 and FBO X was phoned at XC15 for an aircraft tow. I was driven to customs by security personnel and cleared all passenger at XC20. FBO X arrived at XC30 and the aircraft was towed to air carrier X hangar by XA45. Security followed to complete the paperwork with me. Airport operations arrived to investigate. Oil leakage from the engine appeared to have covered the engine cowling top to bottom and in so doing got on the disc brake on left side. Braking to be nill. Coupled with a request by the controller tower to expedite caused a turn off the runway after speeding up impossible. Oil leakage on the taxiway was prevented during the tow by sand adhering to underside of engine cowling. Fxe operations requested a visual inspection of runway and txwys. The aircraft was secured and parked at the air carrier X hangar. What could have been done to prevent this: control tower given more spacing, and don't have gaskets or seals that cause leaks.

Title: C402 PLT ROLLED OFF THE RWY END AFTER DISCOVERING THE ACFT BRAKES WOULD NOT WORK.

A LCL VFR FLT PLAN WAS FILED AND UTILIZED WHICH CALLED FOR A CRUISE ALT OF 8500 FT. ENRTE AND ABOUT HALF WAY TO MY DEST I NOTICED A CONSIDERABLE AMOUNT OF OIL COMING FROM THE LEFT ENG. THE ENG INSTS WERE MONITORED AND SHOWED NORMAL OPS RANGES. THE CONCERN I HAD WAS THAT THE OIL LOSS WAS DUE TO A CYLINDER WHICH HAD JUST BEEN REPLACED. CTLR TWR THEN REQUESTED I EXPEDITE MY TURN OFF. AT THIS POINT I ADDED PWR TO ACCELERATE TO D TXWY HOWEVER THE BRAKES DID NOT RESPOND. ATTEMPTING TO PUMP THE BRAKES TO TRY AND REGAIN SOME BRAKING ACTON FAILED SO ELECTED TO ROLL OFF THE END OF THE RWY. AS THERE WERE NO OBSTACLES, I KEPT THE ENGS RUNNING AND TRIED TO TAXI THE AIRPLANE IN THE SANDY OVERRUN BACK ONTO THE TXWY. SOFT FIELD TECHNIQUE WAS USED HOWEVER THE LEFT SIDE BRAKE ON MAIN GEAR LOCKED UP AT WHICH POINT THE ACFT WAS IMMOBILE. THE ACFT WAS THEN SHUT DOWN. NO INJURIES WERE SUSTAINED AND I RADIOED FOR ASSISTANCE. SECURITY RESPONDED AT XC00 AND FBO X WAS PHONED AT XC15 FOR AN ACFT TOW. ARPT OPS ARRIVED TO INVESTIGATE. OIL LEAKAGE FROM THE ENG APPEARED TO HAVE COVERED THE ENG COWLING TOP TO BOTTOM AND IN SO DOING GOT ON THE DISC BRAKE ON LEFT SIDE. BRAKING TO BE NILL. COUPLED WITH A REQUEST BY THE CTLR TWR TO EXPEDITE CAUSED A TURN OFF THE RWY AFTER SPDING UP IMPOSSIBLE. OIL LEAKAGE ON THE TXWY WAS PREVENTED DURING THE TOW BY SAND ADHERING TO UNDERSIDE OF ENG COWLING. FXE OPS REQUESTED A VISUAL INSPECTION OF RWY AND TXWYS. THE ACFT WAS SECURED AND PARKED AT THE ACR X HANGAR. WHAT COULD HAVE BEEN DONE TO PREVENT THIS: CTL TWR GIVEN MORE SPACING, AND DON'T HAVE GASKETS OR SEALS THAT CAUSE LEAKS.
