Narrative:
On 12/sun/01 preflight aircraft while on ground at ZZZ, was unable to obtain IFR clearance on published frequency on commercial chart. Updated captain then looked at chart in FBO to look at airspace and any other frequency. We elected to takeoff VFR on runway 34 then pick-up IFR clearance with bwi ATC. At XA04 local, takeoff from ZZZ on runway 34 climbed to 4000 to 5000 approximately, about 2 to 3 mi then turned on heading of 300 degrees in the direction of first fix on route. We determined this would keep us north of the prohibited/restr airspace while climbing to VFR altitude. Captain was trying all publication frequency on chart to contact ATC for IFR flight plan. Captain raised ZZZ1 ATC on frequency other than what was publication on commercial chart. When ATC established radar contact we were told that we were 12 mi north of xyz VOR and that we had flown over prohibited airspace. After getting IFR clearance we again looked at current WAC chart and determined that we had not flown over prohibited airspace. Only after captain called ATC as advised to do so, did we find out that a fdc NOTAM was issued 11/fri/01 for prohibited airspace to increase the airspace from a 3 mi ring approximately to an 8 mi ring approximately. The only NOTAM received from FSS was that ZZZ had a runway closed which was incorrect after talking to airport operations manager. This would not had been an issue if during preflight with FSS when asking for NOTAMS. All NOTAMS would had been given in reference to route of flight. Flight plan filed was ZZZ, ZZZ2 first fix which when going direct takes you right over prohibited airspace on the north side. If the fdc NOTAM was distributed to surrounding airports to be placed at all FBO's etc.

Title: LJ45 CREW FLEW THROUGH TFR EXPANDED AIRSPACE. THE CREW WAS NOT GIVEN THE TFR NOTAM WHEN HE WAS GIVEN A BRIEFING BY FSS.
Narrative: ON 12/SUN/01 PREFLT ACFT WHILE ON GND AT ZZZ, WAS UNABLE TO OBTAIN IFR CLRNC ON PUBLISHED FREQ ON COMMERCIAL CHART. UPDATED CAPT THEN LOOKED AT CHART IN FBO TO LOOK AT AIRSPACE AND ANY OTHER FREQ. WE ELECTED TO TKOF VFR ON RWY 34 THEN PICK-UP IFR CLRNC WITH BWI ATC. AT XA04 LCL, TKOF FROM ZZZ ON RWY 34 CLIMBED TO 4000 TO 5000 APPROX, ABOUT 2 TO 3 MI THEN TURNED ON HDG OF 300 DEGS IN THE DIRECTION OF FIRST FIX ON RTE. WE DETERMINED THIS WOULD KEEP US N OF THE PROHIBITED/RESTR AIRSPACE WHILE CLIMBING TO VFR ALT. CAPT WAS TRYING ALL PUB FREQ ON CHART TO CONTACT ATC FOR IFR FLT PLAN. CAPT RAISED ZZZ1 ATC ON FREQ OTHER THAN WHAT WAS PUB ON COMMERCIAL CHART. WHEN ATC ESTABLISHED RADAR CONTACT WE WERE TOLD THAT WE WERE 12 MI N OF XYZ VOR AND THAT WE HAD FLOWN OVER PROHIBITED AIRSPACE. AFTER GETTING IFR CLRNC WE AGAIN LOOKED AT CURRENT WAC CHART AND DETERMINED THAT WE HAD NOT FLOWN OVER PROHIBITED AIRSPACE. ONLY AFTER CAPT CALLED ATC AS ADVISED TO DO SO, DID WE FIND OUT THAT A FDC NOTAM WAS ISSUED 11/FRI/01 FOR PROHIBITED AIRSPACE TO INCREASE THE AIRSPACE FROM A 3 MI RING APPROX TO AN 8 MI RING APPROX. THE ONLY NOTAM RECEIVED FROM FSS WAS THAT ZZZ HAD A RWY CLOSED WHICH WAS INCORRECT AFTER TALKING TO ARPT OPS MANAGER. THIS WOULD NOT HAD BEEN AN ISSUE IF DURING PREFLT WITH FSS WHEN ASKING FOR NOTAMS. ALL NOTAMS WOULD HAD BEEN GIVEN IN REF TO RTE OF FLT. FLT PLAN FILED WAS ZZZ, ZZZ2 FIRST FIX WHICH WHEN GOING DIRECT TAKES YOU RIGHT OVER PROHIBITED AIRSPACE ON THE N SIDE. IF THE FDC NOTAM WAS DISTRIBUTED TO SURROUNDING ARPTS TO BE PLACED AT ALL FBO'S ETC.
