Narrative:
C206 was vectored to the ILS runway 26R at cno. Cessna was doing IFR training in VFR conditions. Socal controller was very busy and the landing traffic was in the opposite direction. C206 was cleared for the approach with special missed approach instructions (as published with a 3000 ft climb restr to the pdz VOR). There was no handoff and over the missed approach point the cessna then switched to the tower to let him know he had the traffic ahead. Tower told cessna not to talk to him. Cessna asked if he should go back to socal because there was no handoff. Tower said no, to continue. After the missed approach, another approach was done. Once again the tower was busy but we did get the handoff. We began the directed missed approach and was told not to leave frequency until told to do so. Then we leveled at 3000 ft in class C airspace and requested the frequency change. The curt reply was to do so and we filed IFR for the next approach. Socal called and said he was sorry for the mix-up. Chino tower said call when leaving the class D airspace. As asked for a frequency change to socal for the class C and were denied the request. After entering class C, the controller then gave a frequency change. Not sure what to do with this mess. You tell me.

Title: C206 INSTRUCTOR AND STUDENT, ON AN INST TRAINING FLT, WERE GIVEN LESS THAN PROFICIENT HANDLING BY SCT APCH CTL AND CNO ATCT LCL CTLR WHILE PRACTICING ILS APCHS.
Narrative: C206 WAS VECTORED TO THE ILS RWY 26R AT CNO. CESSNA WAS DOING IFR TRAINING IN VFR CONDITIONS. SOCAL CTLR WAS VERY BUSY AND THE LNDG TFC WAS IN THE OPPOSITE DIRECTION. C206 WAS CLRED FOR THE APCH WITH SPECIAL MISSED APCH INSTRUCTIONS (AS PUBLISHED WITH A 3000 FT CLB RESTR TO THE PDZ VOR). THERE WAS NO HDOF AND OVER THE MISSED APCH POINT THE CESSNA THEN SWITCHED TO THE TWR TO LET HIM KNOW HE HAD THE TFC AHEAD. TWR TOLD CESSNA NOT TO TALK TO HIM. CESSNA ASKED IF HE SHOULD GO BACK TO SOCAL BECAUSE THERE WAS NO HDOF. TWR SAID NO, TO CONTINUE. AFTER THE MISSED APCH, ANOTHER APCH WAS DONE. ONCE AGAIN THE TWR WAS BUSY BUT WE DID GET THE HDOF. WE BEGAN THE DIRECTED MISSED APCH AND WAS TOLD NOT TO LEAVE FREQ UNTIL TOLD TO DO SO. THEN WE LEVELED AT 3000 FT IN CLASS C AIRSPACE AND REQUESTED THE FREQ CHANGE. THE CURT REPLY WAS TO DO SO AND WE FILED IFR FOR THE NEXT APCH. SOCAL CALLED AND SAID HE WAS SORRY FOR THE MIX-UP. CHINO TWR SAID CALL WHEN LEAVING THE CLASS D AIRSPACE.
