Narrative:

After reaching cruise altitude of FL430, 250 mi from our destination, the controller wanted us to descend to FL280. I refused the clearance and asked for a supervisor. It took a long time for the controller to respond. The type of aircraft I was flying was an LJ25 and due to the passenger load, we could not take a full fuel. This aircraft burns a lot of fuel at low level. Below FL370, with our flight profile, we like to descend 100-120 mi from our destination. ATC does not like to comply with our request. I have spoken to the command center in washington, dc. The person did not understand why ATC could not comply with our request.
