Narrative:
At approximately XA15 I received the WX (automatic) from TDZ. It reported 200 ft overcast, visibility missing. (Tol) was reporting 100 ft overcast, visibility 2 1/2 mi with rain. Yip was reporting 3400 ft broken, 5 mi visibility. The aircraft was a beech king air B100. I have 1200 pounds of fuel, myself and a company employee on board. I started the GPS runway 4 approach at toledo metcalf and upon reaching straight-in minimums, I was not in a position to land due to visibility 4 mi. The visibility to the north was improving so I entered a left downwind for runway 22 to circle. As I was circling, I was watching the runway and upon rolling out on final, I saw I was too high. I closed the throttles and selected 60% flaps and touched down approximately 1/3 - 1/2 way down the 3400 ft runway. Upon stopping, I had approximately 800 ft of runway remaining. I feel I should have stayed on the missed approach and diverted. However, being distraction by keeping the runway in sight did not allow myself enough room to descend. At no time did I go below mdh or exceed aircraft or company policy guidelines.

Title: BE10 PLT MADE CIRCLING APCH TO TOUCHDOWN ZONE IN POOR WX. HIGH APCH RESULTED IN UNSTABILIZED APCH, LONG LNDG.
