Narrative:
Taxi clearance given: taxi to runway 30L via taxiway D, to remain same frequency (127.55/metering). Completed pretkof checklist down to the line on taxiway D. At the end of taxiway D, changed to tower 118.5. Tower stated 'air carrier X position and hold runway 30L.' completed below the line, began taxi onto runway 30L. No aircraft on final, on the runway, or departing. An air carrier Y aircraft was on taxiway a. Tower stated the air carrier Y flight was first and we were to follow. Responded to tower that sequence information was not received or read back. Tower stated he was not sure if sequence information was given with position and hold clearance or earlier, and would have to check the tapes. Tower instructed us to cross runway 30L, make a 180 degree turn on taxiway P, then hold short runway 30L on txwys. After air carrier Y departed, received takeoff clearance, departed uneventfully to okc. Called and spoke with tower supervisor/controller working this flight. He stated no record of this event had been logged and would not be. He was very helpful and understanding. He had not reviewed the tapes, but concluded that the sequence information must have been given before our changing to tower, and since no aircraft was ahead of us, taxied onto the runway when cleared position and hold. We informed the tower supervisor that stl ground movement was a high priority briefing item that day, and had placed added focus on all ground movement instructions. He was adamant that this event was not an action item. We (captain/first officer) discussed the event and determined that a position and hold clearance to runways with more than 1 access route to the departure end should be clarified for sequence information.

TWR STATED THE ACR Y FLT WAS FIRST AND WE WERE TO FOLLOW. RESPONDED TO TWR THAT SEQUENCE INFO WAS NOT RECEIVED OR READ BACK. TWR STATED HE WAS NOT SURE IF SEQUENCE INFO WAS GIVEN WITH POS AND HOLD CLRNC OR EARLIER, AND WOULD HAVE TO CHK THE TAPES. TWR INSTRUCTED US TO CROSS RWY 30L, MAKE A 180 DEG TURN ON TXWY P, THEN HOLD SHORT RWY 30L ON TXWYS. AFTER ACR Y DEPARTED, RECEIVED TKOF CLRNC, DEPARTED UNEVENTFULLY TO OKC. WE INFORMED THE TWR SUPVR THAT STL GND MOVEMENT WAS A HIGH PRIORITY BRIEFING ITEM THAT DAY, AND HAD PLACED ADDED FOCUS ON ALL GND MOVEMENT INSTRUCTIONS. HE WAS ADAMANT THAT THIS EVENT WAS NOT AN ACTION ITEM. WE (CAPT/FO) DISCUSSED THE EVENT AND DETERMINED THAT A POS AND HOLD CLRNC TO RWYS WITH MORE THAN 1 ACCESS RTE TO THE DEP END SHOULD BE CLARIFIED FOR SEQUENCE INFO.
