Narrative:

Air carrier X, pit to msy, was instructed to taxi to runway 28C, via taxiway V, then a left turn at taxiway east. This was correctly read back and acknowledged by the crew. I then moved to the north side of the tower to sequence traffic to runway 28R. While doing this, I heard the local controller say 'what's air carrier X doing?' after a quick glance back to taxiway V, I instructed air carrier X to stop. Air carrier X did cross the hold line, but was stopped short of runway 28C. After coordinating with south local, I taxied air carrier X onto runway 28C, and then back off and on the proper route to runway 28C. There was an aircraft in position for departure on runway 28C, but he was holding for wake turbulence behind a kc 135 heavy that had departed runway 28L. I feel the cause of this was the crew, due to force of habit, was taxiing to runway 28L at intersection P. That is our normal departure point, unless the WX is bad, or the winds force us to depart runway 28C and land runway 28L.

Title: PIT LCL CTLR QUESTIONS PIT GND CTL WHEN OBSERVING A B737 CROSS HOLD SHORT LINE ON TXWY V AT RWY 28C WITH AN ACFT HOLDING IN POS FOR TKOF.

Narrative: ACR X, PIT TO MSY, WAS INSTRUCTED TO TAXI TO RWY 28C, VIA TXWY V, THEN A L TURN AT TXWY E. THIS WAS CORRECTLY READ BACK AND ACKNOWLEDGED BY THE CREW. I THEN MOVED TO THE N SIDE OF THE TWR TO SEQUENCE TFC TO RWY 28R. WHILE DOING THIS, I HEARD THE LCL CTLR SAY 'WHAT'S ACR X DOING?' AFTER A QUICK GLANCE BACK TO TXWY V, I INSTRUCTED ACR X TO STOP. ACR X DID CROSS THE HOLD LINE, BUT WAS STOPPED SHORT OF RWY 28C. AFTER COORDINATING WITH S LCL, I TAXIED ACR X ONTO RWY 28C, AND THEN BACK OFF AND ON THE PROPER RTE TO RWY 28C. THERE WAS AN ACFT IN POS FOR DEP ON RWY 28C, BUT HE WAS HOLDING FOR WAKE TURB BEHIND A KC 135 HVY THAT HAD DEPARTED RWY 28L. I FEEL THE CAUSE OF THIS WAS THE CREW, DUE TO FORCE OF HABIT, WAS TAXIING TO RWY 28L AT INTXN P. THAT IS OUR NORMAL DEP POINT, UNLESS THE WX IS BAD, OR THE WINDS FORCE US TO DEPART RWY 28C AND LAND RWY 28L.
