Narrative:
CRJ1 was climbing from cvg direct jodub. LJ28 was at FL210 direct nikls. LJ28 was turned (for other traffic) direct to EST. Winds were very high (approximately 120 KTS) and the turn reduced the LJ28's ground speed substantially. The CRJ1 was cleared direct to gzg, turning about 50 degrees to the right. With the high tailwinds, the aircraft was slow to turn and lost lateral separation.

Title: ZID CTLR INCORRECTLY JUDGES WINDS ALOFT AND LOSES SEPARATION BTWN A CARJ IN A CLB AND AN LJ28 IN DSCNT.
Narrative: CRJ1 WAS CLBING FROM CVG DIRECT JODUB. LJ28 WAS AT FL210 DIRECT NIKLS. LJ28 WAS TURNED (FOR OTHER TFC) DIRECT TO EST. WINDS WERE VERY HIGH (APPROX 120 KTS) AND THE TURN REDUCED THE LJ28'S GND SPD SUBSTANTIALLY. THE CRJ1 WAS CLRED DIRECT TO GZG, TURNING ABOUT 50 DEGS TO THE R. WITH THE HIGH TAILWINDS, THE ACFT WAS SLOW TO TURN AND LOST LATERAL SEPARATION.
