Narrative:
We were cleared direct rod VOR, waken 2 arrival to cle. Our inbound course to rod was 046 degree which was also our outbound course for the waken 2 arrival. We tracked the 046 degree course inbound and held that heading while in the 'cone of confusion' while crossing the VOR. The winds at altitude were 300 degree at 100 KTS which was a direct crosswind. Cle center said we were south of the VOR and wondered why. I took a 15 degree left turn to 030 degree and was established on the rod 046 degree radial outbound by the rod VOR by 7 DME and 046 degree course.

Title: A DC9 CREW, CROSSING ROD VOR AT FL240, WERE QUERIED BY CENTER AS TO THEIR SOUTHERLY POS RELATIVE TO THE VOR.
Narrative: WE WERE CLRED DIRECT ROD VOR, WAKEN 2 ARRIVAL TO CLE. OUR INBOUND COURSE TO ROD WAS 046 DEG WHICH WAS ALSO OUR OUTBOUND COURSE FOR THE WAKEN 2 ARRIVAL. WE TRACKED THE 046 DEG COURSE INBOUND AND HELD THAT HDG WHILE IN THE 'CONE OF CONFUSION' WHILE CROSSING THE VOR. THE WINDS AT ALT WERE 300 DEG AT 100 KTS WHICH WAS A DIRECT CROSSWIND. CLE CENTER SAID WE WERE SOUTH OF THE VOR AND WONDERED WHY. I TOOK A 15 DEG LEFT TURN TO 030 DEG AND WAS ESTABLISHED ON THE ROD 046 DEG RADIAL OUTBOUND BY THE ROD VOR BY 7 DME AND 046 DEG COURSE.
