Narrative:
Taxi out to runway 9L in phl. On taxiway J turned left onto K5. Turned right onto taxiway K and turned left onto K6, hold short of runway 9L. Ground told us to cross runway 9L at approach end. I was surprised ground issued us a clearance to cross an active runway. I thought tower would issue the clearance. Crossed runway 9L onto taxiway west when ground said we had crossed a runway without clearance. No traffic conflict. Ground radar would have caught this error if it was in use. Ground thought we were on taxiway Y. The phrase 'cross the approach end of runway 9L' is misleading. Looking back at this incident the controller meant turn left on K5, right on taxiway K, hold short of K6. Then he meant taxi down taxiway K, turn left on taxiway Y, cross approach end of runway 9L on taxiway Y. Factors were the inclement WX, night and not using ground radar. Supplemental information from acn 538202: we were taxiing to runway 9L at phl via taxiway J to spot X. We needed to perform an engine run-up to start our #1 engine. Due to congestion at the departure end of runway 9L, ground control needed us to relocate to a different part of the airport for our engine run-up. We were given taxi instructions to taxi via left turn onto K5, right turn onto taxiway K, and a left turn onto K6. We complied with the instructions and were now holding short of runway 9L at K6. Ground control requested that we cross the approach end of runway 9L, taxi via txwys Y and P and hold short of taxiway west. We read back cross approach end of runway 9L, taxi via txwys Y and P and hold short of taxiway west. We proceed to cross runway 9L and were later informed by ground control that we had crossed runway 9L without clearance. There was no traffic conflict on runway 9L. The situation arose from a combination of WX and communication. The controller thought we were at the end of K6 just prior to taxiway Y. K6 starts at the approach end of runway 9L and ends at taxiway Y. The phrase 'cross the approach end of runway 9L' is misleading when on K6 because one end faces the active runway and the west end joins taxiway Y. When taxiing on taxiway Y you do cross the approach end of runway 9L. Ground control thought we were on taxiway Y. Ground radar may have caught this error if it was in use.

FACTORS WERE THE INCLEMENT WX, NIGHT AND NOT USING GND RADAR. SUPPLEMENTAL INFO FROM ACN 538202: WE WERE TAXIING TO RWY 9L AT PHL VIA TXWY J TO SPOT X. WE PROCEED TO CROSS RWY 9L AND WERE LATER INFORMED BY GND CTL THAT WE HAD CROSSED RWY 9L WITHOUT CLRNC. THERE WAS NO TFC CONFLICT ON RWY 9L. THE SIT AROSE FROM A COMBINATION OF WX AND COM. THE CTLR THOUGHT WE WERE AT THE END OF K6 JUST PRIOR TO TXWY Y. K6 STARTS AT THE APCH END OF RWY 9L AND ENDS AT TXWY Y. THE PHRASE 'CROSS THE APCH END OF RWY 9L' IS MISLEADING WHEN ON K6 BECAUSE ONE END FACES THE ACTIVE RWY AND THE W END JOINS TXWY Y. WHEN TAXIING ON TXWY Y YOU DO CROSS THE APCH END OF RWY 9L.
