Narrative:
During taxi out, we had a disruptive passenger. I stopped the aircraft, asked ATC if we can stop at present position to handle a passenger problem. They ok'ed the request and I stopped on taxiway V. After about 2 mins of talking to the flight attendant on the interphone, I looked at the first officer's communication panel and realized that he was not listening to ground frequency. I told him that I was off on the intercom and he needed to monitor ground frequency. He flipped his switch for ground and I assumed he was listening to it. After about 15 mins, the passenger problem was resolved and we called ground for taxi. Ground asked if we were ok. Then they told us that they tried calling the last 15 mins and got no answer. The police were called and ATC was preparing for the worst (possible hijack). Bottom line was, the first officer was still listening to my conversation with the flight attendant and not maintaining an adequate listening watch on ground frequency.

Title: LGT CREW DID NOT MAINTAIN A LISTENING WATCH ON GND CTL FREQ WHILE RESOLVING A DISRUPTIVE PAX PROB.
Narrative: DURING TAXI OUT, WE HAD A DISRUPTIVE PAX. I STOPPED THE ACFT, ASKED ATC IF WE CAN STOP AT PRESENT POS TO HANDLE A PAX PROB. THEY OK'ED THE REQUEST AND I STOPPED ON TXWY V. AFTER ABOUT 2 MINS OF TALKING TO THE FLT ATTENDANT ON THE INTERPHONE, I LOOKED AT THE FO'S COM PANEL AND REALIZED THAT HE WAS NOT LISTENING TO GND FREQ. I TOLD HIM THAT I WAS OFF ON THE INTERCOM AND HE NEEDED TO MONITOR GND FREQ. HE FLIPPED HIS SWITCH FOR GND AND I ASSUMED HE WAS LISTENING TO IT. AFTER ABOUT 15 MINS, THE PAX PROB WAS RESOLVED AND WE CALLED GND FOR TAXI. GND ASKED IF WE WERE OK. THEN THEY TOLD US THAT THEY TRIED CALLING THE LAST 15 MINS AND GOT NO ANSWER. THE POLICE WERE CALLED AND ATC WAS PREPARING FOR THE WORST (POSSIBLE HIJACK). BOTTOM LINE WAS, THE FO WAS STILL LISTENING TO MY CONVERSATION WITH THE FLT ATTENDANT AND NOT MAINTAINING AN ADEQUATE LISTENING WATCH ON GND FREQ.
