Narrative:
As I approached tul airport on an IFR flight plan, I was handed off to approach control by center. I checked in with approach and was told to expect runway 18R. I requested runway 18L. I was cleared for the visual approach for runway 18L. After reporting the runway in sight, was cleared for the visual approach to runway 18L. I was told to contact tul tower, and I checked in with tower and told them I was with them for the visual on runway 18L. The tower replied 'cleared to land runway 18L' (as I remember it). Even if they read back cleared to land runway 18R, I read back cleared runway 18L. They did not correct me. The ATIS at the time told me that the tower and ground control were combined on the tower frequency. I cleared the runway, and the tower asked me if I was on ground control. I said no. Then the tower said 'you landed on the wrong runway, you were cleared to land runway 18R.' then they told me to contact ground and taxi to parking. Under positive radar control at an international airport, I don't understand (even if I approached the wrong runway) how the tower could have let me go all the way to the wrong runway and land without realizing it. It seems that the tower was very lax in allowing me to continue all the way to landing, if I did in fact land on the wrongly assigned runway. I believe the tower and approach controller coordinated my original landing assigned to runway 18R, but when my assignment was changed by approach control they did not pass it on to tower. I believe I never read back any clearance for runway 18R after the original change.

Title: LEARJET 55 FLC APCH TO AND LAND ON THE WRONG PARALLEL RWY. ATCT LCL CTLR DID NOT CORRECT THE CREW'S LNDG CLRNC ACKNOWLEDGEMENT OF THE RWY TO WHICH APCH CTL HAD CLRED THEM.
Narrative: AS I APCHED TUL ARPT ON AN IFR FLT PLAN, I WAS HANDED OFF TO APCH CTL BY CTR. I CHKED IN WITH APCH AND WAS TOLD TO EXPECT RWY 18R. I REQUESTED RWY 18L. I WAS CLRED FOR THE VISUAL APCH FOR RWY 18L. AFTER RPTING THE RWY IN SIGHT, WAS CLRED FOR THE VISUAL APCH TO RWY 18L. I WAS TOLD TO CONTACT TUL TWR, AND I CHKED IN WITH TWR AND TOLD THEM I WAS WITH THEM FOR THE VISUAL ON RWY 18L. THE TWR REPLIED 'CLRED TO LAND RWY 18L' (AS I REMEMBER IT). EVEN IF THEY READ BACK CLRED TO LAND RWY 18R, I READ BACK CLRED RWY 18L. THEY DID NOT CORRECT ME. THE ATIS AT THE TIME TOLD ME THAT THE TWR AND GND CTL WERE COMBINED ON THE TWR FREQ. IT SEEMS THAT THE TWR WAS VERY LAX IN ALLOWING ME TO CONTINUE ALL THE WAY TO LNDG, IF I DID IN FACT LAND ON THE WRONGLY ASSIGNED RWY. I BELIEVE THE TWR AND APCH CTLR COORDINATED MY ORIGINAL LNDG ASSIGNED TO RWY 18R, BUT WHEN MY ASSIGNMENT WAS CHANGED BY APCH CTL THEY DID NOT PASS IT ON TO TWR. I BELIEVE I NEVER READ BACK ANY CLRNC FOR RWY 18R AFTER THE ORIGINAL CHANGE.
