Narrative:
I work for air carrier X. I am flying with captain X this month. He failed to meet 2 crossing restr clrncs in 1 week. The first from rdu to hpn. On feb/fri/02 approximately XA30, flight abc was cleared to descend via the bouno 3 arrival (buono.BUONO3) crossing gweny at 11000 ft and 250 KTS then eilen at 8000 ft. The captain's descent rate was insufficient to make the restr. I informed him to increase his rate and he failed to comply. He passed gweny well above 250 KTS and I stated, 'airspeed' which was a signal for him to pay attention to 250 KTS. He shallowed his descent rate further and compounded the need to meet eilen at 8000 ft. By the time he had slowed and started for 8000 ft we were well past eilen at about 9000 ft. The second was feb/sat/02 rdu-ewr. We were descending via the dylin 1 arrival. The clearance 'cross dylin at 8000 ft via the dylin 1 arrival' (dqo.DYLIN1). When we approached 10000 ft, I could tell the captain was not going to slow to 250 KTS. I said 'airspeed.' he then slowed his descent rate while compounding the need to meet dylin at 8000 ft. We passed over dylin around 9000 ft descending. Both cases are similar and neither caused a conflict. The captain continually misjudges sits and causes me to feel uncomfortable. He has little situational awareness, low self-confidence, poor flying ability, a forceful personality, talks incessantly, and inactions result from his lack of focus.

HE THEN SLOWED HIS DSCNT RATE WHILE COMPOUNDING THE NEED TO MEET DYLIN AT 8000 FT. WE PASSED OVER DYLIN AROUND 9000 FT DSNDING. BOTH CASES ARE SIMILAR AND NEITHER CAUSED A CONFLICT. THE CAPT CONTINUALLY MISJUDGES SITS AND CAUSES ME TO FEEL UNCOMFORTABLE. HE HAS LITTLE SITUATIONAL AWARENESS, LOW SELF-CONFIDENCE, POOR FLYING ABILITY, A FORCEFUL PERSONALITY, TALKS INCESSANTLY, AND INACTIONS RESULT FROM HIS LACK OF FOCUS.
