Narrative:

While on photography assignments in ZZZ3, us, while in constant contact with tower and ZZZ2 tower, and while operating with a waiver for the new york tfr, I may have flown too close to 'G/Z' while maneuvering over wall street and/or the canal street and holland tunnel area, or when cleared to governors island from the holland tunnel area. Tower asked for my waiver number and said they had 'gotten calls' about me. As far as I am aware, I was cleared for every location I flew at, and in constant communication with ATC.
