Narrative:
An MD80 leveled at FL330 for 3-4 mins, then climbed to FL370. 5 mins later, he's not level at FL370 with FL350 traffic head-on. My trainee vectored them and I thought it wasn't sufficient, so I took the frequency and applied bigger vectors. Vectors were applied earlier to MD80 to turn to the right (twice). No response, so plan B -- vector left. During this situation, aircraft were not responding all that well on frequency and aircraft on frequency was descended from FL390 to FL350 and complained about fuel which caused frequency congestion.

Title: ZID INSTRUCTOR CTLR TAKES CTL POS FROM DEVELOPMENTAL, ISSUING VECTORS THAT DO NOT RESOLVE CONFLICT BTWN CLBING MD80 AND ENRTE C650.
Narrative: AN MD80 LEVELED AT FL330 FOR 3-4 MINS, THEN CLBED TO FL370. 5 MINS LATER, HE'S NOT LEVEL AT FL370 WITH FL350 TFC HEAD-ON.
