Narrative:
Air carrier Y was level en route at FL280. Air carrier X was nashville departure climbing to FL250 from ZME for traffic at FL260. Clearing that traffic, air carrier X was climbed to FL270 to stay below air carrier Y at FL280. Subsequently, air carrier Z was descended to FL310. Air carrier X took the clearance to FL310 and read it back. Air carrier X passed below air carrier Y, just as air carrier X was climbing through FL270 and separation was lost. Air carrier Y asked about traffic 500 ft below. Radar contact was temporarily lost due to target jump and not regained until air carrier X was 5 mi clear of air carrier Y. Local distrs were a contributing factor to not hearing readback. Loud conversations were going on (non essential) between supervisor and 2 adjacent controllers.
Original NASA ASRS Text
Title: ZID CTLR MISSES READBACK FROM WRONG ACFT WHICH CLBS TO CONFLICT WITH A LEVEL, ENRTE ACFT.
Narrative: ACR Y WAS LEVEL ENRTE AT FL280. ACR X WAS NASHVILLE DEP CLBING TO FL250 FROM ZME FOR TFC AT FL260. CLRING THAT TFC, ACR X WAS CLBED TO FL270 TO STAY BELOW ACR Y AT FL280. SUBSEQUENTLY, ACR Z WAS DSNDED TO FL310. ACR X TOOK THE CLRNC TO FL310 AND READ IT BACK. ACR X PASSED BELOW ACR Y, JUST AS ACR X WAS CLBING THROUGH FL270 AND SEPARATION WAS LOST. ACR Y ASKED ABOUT TFC 500 FT BELOW. RADAR CONTACT WAS TEMPORARILY LOST DUE TO TARGET JUMP AND NOT REGAINED UNTIL ACR X WAS 5 MI CLR OF ACR Y. LCL DISTRS WERE A CONTRIBUTING FACTOR TO NOT HEARING READBACK. LOUD CONVERSATIONS WERE GOING ON (NON ESSENTIAL) BTWN SUPVR AND 2 ADJACENT CTLRS.
